The 2007 ECF grades were published on 21 July 2007, with updates on 28 July and 22 August. NCA grades can be found in the spreadsheets listed below (Microsoft Excel and OpenOffice.org formats). These spreadsheets contain the updated grades from the 22 August revision.

Rules

Schedule A: Administration

  1. The Nottinghamshire Chess League shall be controlled by a League Management Committee (LMC) elected at the AGM of the NCA, consisting of a League Secretary, a Records Secretary, 5 members and 3 reserves. The LMC shall:
    1. Elect a chairman, who shall have a vote and a casting vote
    2. Organise the league into such divisions as circumstances permit and compile a fixture list
    3. Arbitrate on all disputes, its decisions being final, and publish its decisions and interpretations
    4. Distribute to clubs, at least 14 days before the start of the season, match result cards and the fixtures handbook.
  2. LMC Meetings:
    1. No club may be represented by more than one member, except when the League Secretary and Records Secretary belong to the same club
    2. A member of the LMC, including the League Secretary and Records Secretary, may not be present during a discussion or vote on any issue concerning his or her club, unless personally involved, when he or she may give evidence.
  3. The League Secretary shall:
    1. Have the discretion to admit new teams into the bottom division not later than 31 December
    2. Receive notification of disputes, call LMC meetings, prepare witnesses and collect relevant information
    3. Send entry forms for the following season to all clubs by 15 June.
  4. The Records Secretary shall:
    1. Validate match results, send them to the grading officer and bulletin editor, and compile league tables
    2. Deal as he or she deems most equitable with incorrectly formulated results.
  5. Rule alterations:
    1. Alterations to these rules may be made only at an annual Rules Revision Meeting
    2. No later than 31 March, the Association Secretary shall call the meeting to be held normally in the first half of June
    3. Proposals must be submitted in writing not less than 35 days before the meeting to the Association Secretary, who shall circulate them to all association officers and club secretaries at least 21 days before the meeting
    4. The proposer and seconder must be from different clubs.

Schedule B: The League

  1. The season is from 1 September to 1 May and clubs must be affiliated to the NCA before entry into the League.
  2. Clubs must, by 15 July, return the completed entry form to the League Secretary.
  3. A team must immediately notify the League Secretary and all captains in that team’s division of a change to the venue, the team captain or his or her details.
  4. If two or more teams from the same club play in the same division, the first match of the club’s two highest teams in that division shall be between them. Matches between teams from the same club must be played by 31 January.
  5. A team not completing at least half of its fixtures shall have its record deleted and be regarded as having withdrawn.
  6. Final positions of teams in a division will be determined by match points (win = 2 points, draw = 1, loss = 0); game points; results between tied teams (match points; game points) fewest defaulted boards and playoff matches at a neutral venue, which if drawn will be decided by board count; bottom board elimination; toss of a coin by a neutral LMC member.
  7. All matches must start at 7:15 pm or 7:30 pm as notified by the home club unless both team captains have agreed an alternative time. The home team will ensure the equipment is properly laid out at the agreed time of starting.
  8. A match will be defaulted by any team that fails to field at least half the number of players scheduled to play in a match.
  9. A team that defaults a match must provide an explanation to the Records Secretary or League Secretary within 7 days.
  10. All games must be played with chess clocks.
    1. The time limit shall be 30 moves in 60 minutes in the bottom division, or 35 moves in 75 minutes in all other divisions, after which the clocks will be set back 15 minutes and the game played to a finish.
    2. Where electronic clocks are proposed for use, either player may provide an analogue clock and insist on its use.
    3. Where electronic clocks are used, the required time periods must be set at the beginning of the match, so that no further adjustment of the clocks is required.
  11. Each match must be played over 4 boards in the bottom division and over 5 boards in all other divisions.
  12. Before the start, the captains must exchange team lists. The away team shall have white on the odd-numbered boards.
  13. The Laws of Chess, as interpreted by FIDE, must be adhered to. Exceptions or additions to these laws:
    1. English descriptive notation is permitted
    2. Smoking must not be permitted in the playing area during the match
    3. Mobile phones must be switched off or, by prior agreement with the opponent and opposing captain, set to silent
    4. If a player fails to arrive at the board within 30 minutes of the clock being started, that board shall be defaulted unless a qualified substitute is found in the meantime.
  14. A member of each team must sign the match result card and the home team must send it to the Records Secretary, postmarked within 7 days, or deliver it personally to his/her address within 7 days or scan and email it within 7 days.
  15. Fixture rearrangements:
    1. A captain seeking to rearrange must inform the opposing captain and seek permission from the League Secretary
    2. If the League Secretary decides there is a compelling reason for rearrangement then, no later than 14 days after the scheduled fixture, the team captains must agree a new date and inform the League Secretary; otherwise the League Secretary may choose the date.

Schedule C: Players

  1. The LMC may penalise any club that uses a player who is not, in the opinion of the LMC, a bona fide member of that club.
  2. A player may only play one game in any one evening, including wins by default.
  3. No player may play in the League for more than one club in any one season except at the discretion of the LMC.
  4. No player may play for a club’s lower team if he (or she) has, previously in the same season, played twice for higher teams other than on the bottom two boards played. If a club has more than one team in the first division, each such team shall be considered the higher team for the purposes of this rule.
  5. All appearances above the bottom two boards played will count for eligibility even if that team fails to complete its fixtures.
  6. New players:
    1. A club wishing to field a player new to that club must inform the Records Secretary of the player’s grading code and grade, date of birth (juniors only) and details of clubs or counties previously played for
    2. If a player has not previously played in the league and does not reside or work in Nottinghamshire, he or she cannot play for the club until the above information has been supplied and permission has been granted by the LMC. Otherwise the information must be provided with the result of his or her first match for the club.

Schedule D: Penalties

  1. The penalty for infringing rule B3, B4, B12 or B15(a) is the loss of the match by default.
  2. The penalty for infringing rule B10, B13, C2, C3, C4 or C6 is the loss of the game by each offending player.
  3. The penalty for infringing rule B7 is a time penalty on the clocks of the offending team equal to the period of delay.
  4. The penalty for infringing rule B2 is a fine of £20.
  5. The penalty for infringing rule B14 is a fine of £1 in respect of each infringement.
  6. The penalty for playing an ineligible player in a match is the transfer of one game point from the offending team to their opponents, in addition to any other penalty, provided that the total game score of a team shall not become negative.
  7. The penalty for defaulting a match is the loss of two match points and a fine of £10, in addition to any other penalty imposed. The LMC may take any action it deems equitable if defaulted matches affect promotion or relegation.
  8. The penalty for infringing rule B9 is the loss of two more match points by the team concerned.
  9. Defaults that occur above the bottom board played will incur not only the loss of that game but also the transfer of 0.5 game points from the offending team to their opponents.
  10. The LMC may revoke or reduce any of the above penalties if the club penalised can show to the Committee that the infringement was due to circumstances not reasonably within the club’s control.

Constitution

This section is up to date for 2007–08.

  1. The name of the organisation shall be The Nottinghamshire Chess Association.

Objects

  1. The objects of the Association are:
    1. to organise chess in Nottinghamshire;
    2. to encourage the study and practice of chess in the County;
    3. to organise a tournament for the individual championship of the County;
    4. to promote club and County matches;
    5. to arrange such other tournaments, matches, meetings and events as may seem desirable; and
    6. to provide such trophies and prizes as may be deemed appropriate.

Membership

  1. The membership of the Association shall consist of the following:
    1. honorary life vice-presidents;
    2. vice-presidents;
    3. individual members; and
    4. affiliated clubs.
  2. Any individual may, subject to the approval of the President for the time being, become a vice-president. Any person may be invited to become an honorary life vice-president if the Association, in general meeting, so decides. Vice-presidents and honorary life vice-presidents shall have the following rights:
    1. to be notified of all general meetings; and
    2. to attend and be heard at all general meetings.
  3. Individual membership shall be open to any person. Individual members have the following rights:
    1. to be notified of all general meetings; and
    2. to vote at all general meetings.
  4. Affiliated club membership shall be open, subject to prior approval of a general meeting of the Association, to (a) any club having its regular meeting place within the geographical county of Nottinghamshire, or (b) any club in an adjoining county, provided that it has the permission of its county Association. Affiliated clubs shall have the following rights:
    1. to be notified of all general meetings;
    2. to send delegates to general meetings (and each delegate attending may vote) on the basis of one delegate per club plus one delegate per team in the league
  5. Affiliated club membership shall cease in any of the following circumstances:
    1. the non-payment of fees due after one month from a written demand sent by the Association Treasurer;
    2. by a resolution terminating such membership passed at a general meeting, provided that due notice of the matter has been given in the notice calling the meeting; or
    3. by a letter of resignation sent to the Association Secretary.

Subscriptions

  1. Subscriptions for all classes of member shall be such sums of money as the Association in general meeting may decide.

Meetings

  1. The following items shall be dealt with in general meeting:
    1. subject to clause 11, the number, titles and duties of the Association’s officers and committees;
    2. the election of the officers, provided that no person may be elected President more than three years in succession;
    3. the appointment of committees;
    4. subscriptions;
    5. the bank mandate;
    6. termination of membership of the Association, as defined above;
    7. the annual reports of officers and committees;
    8. any revision to this constitution (in respect of which a majority vote of two-thirds of those attending and entitled to vote is required); and
    9. alteration of the financial year.
  2. Matters not referred to above may be dealt with either in general meeting or by a committee appointed for that purpose by a general meeting.
  3. The Association shall elect at its Annual General Meeting a President, Secretary and Treasurer.
    1. The duties of the Secretary shall be:
      1. to attend to the day-to-day administration of the Association;
      2. to convene all general meetings; and
      3. to keep full and correct minutes of the proceedings of all such meetings.
    2. The duties of the Treasurer shall be:
      1. to attend to the day-to-day finances of the Association; and
      2. to prepare and submit to a general meeting of the Association duly audited accounts.

Voting

  1.  
    1. Each officer of the Association and each member or delegate shall have one vote. No proxy voting shall be allowed.
    2. Except for revision of the constitution, matters shall be decided by a simple majority of those present and entitled to vote.
    3. In the event of an equality of votes, the chairman of any meeting shall have a second or casting vote.

Procedure at Meetings

  1.  
    1. If present, the President shall take the chair at all meetings. Otherwise, the membership present shall elect one of their number to the chair.
    2. The matters dealt with at meetings shall be those of which due notice has been given and such other matters as the Chairman may, in his or her discretion, allow.
    3. The Chairman may adjourn any meeting that has been in progress for more than two hours to another date and place then nominated. No further notice of the adjourned meeting shall be necessary.

Notice of Meetings

  1. Notices of general meetings shall be delivered or posted at least 21 days in advance.

Quorum

  1. The quorum at general meetings shall be ten.

Special meetings

  1. Any five members may deliver a written requisition to the Secretary requiring him to call a general meeting. An affiliated club is deemed to be one member for this purpose. The Secretary shall give 21 days notice of the meeting within one month of receiving the requisition.

Annual General Meeting

  1. The Association shall hold an annual general meeting. Not more than eighteen months shall elapse between successive annual general meetings.

Amendment of the Constitution

  1. No alteration to this Constitution shall be entertained unless due notice thereof is given in writing to the Secretary, who shall include it in the notice calling the next convenient general meeting.
